Bureaucracy in Quebec slows the recruitment of foreign workers

Unlike other provinces, Quebec has an advantageous position and can facilitate the hiring of foreign workers in more than 200 in-demand professions under the Canada-Quebec Accord and the Canadian Constitution. An employer who decides to recruit a foreign worker must request the Federal Government to obtain a Labour Market Impact Assessment (LMIA) and then to the provincial government to get a Quebec Acceptance Certificate (CAQ). The problem is that CAQ can only be submitted by mail and be signed by workers living overseas, who usually do not understand French. Although Quebec has a simplified list to hire foreign workers, additional bureaucracy makes it harder for employers to involve new workers and solve the labour shortage issue.
